Scheduled scan is stuck at 2%; cannot stop/pause/repair/uninstall

We suggest you to completely remove the traces of AVG using the AVG remover tool http://download.avg.com/filedir/util/AVG_Remover.exe
Note: Once the removal of AVG is complete, go to C Drive and delete the AVG remover folder. After which you can install AVG Free. http://files-download.avg.com/inst/mp/AVG_Protection_Free_1606.exe

I have AVG free for Windows 10. Today, my weekly scheduled scan got stuck at 2% and never progressed. Pressing STOP or PAUSE did not work, nor did turning off my computer and restarting, twice.  I tried to repair AVG multiple times and also to uninstall it. The green progress bar on the repair got about 90% across the page, then I got error message 0xC0070643 that an installation was running, and that the repair failed.
Now AVG AntiVirus Free screen says: There are no active components.
AVG Zen screen still says scanning and has 3 messages: email scanner is not active, update manager is not active, and identity protection is disabled.

Does anyone know how to get out of this loop? If I cannot repair or uninstall, how can I fix this problem?  Thank you for any help.
