Several popups when I try to open documents

Has anyone experienced this problem.  It started with, "There is a problem sending the command to the program", evey time I tried to open a document.  I tried all of the recommended fixes, even resetting my computer for an earlier date.  The computer was not able to do that telling me to shut down all security which I did.  Still would not complete.  I have done a complete scan with AVG, nothing.  I still cannot get into my documents and am getting another error as well, 429.

I am at my wits end.  Does anyone have the answer?
