As per this post (https://support.avg.com/answers?dt=login&id=9065p00000019EHAAY), I agree the way this has now been changed from the 'put to sleep' and ignore is very confusing and I was likewise interpreting it the other way.
AVG: you need to change this back to how it was, ie put to sleep or ignore. I have had to reverse all my settings because of the change AVG made to latest UI meant I had misinterpreted what OFF and ON meant.
To me, OFF meant AVG tuneup was not stopping the app running in the background, but from reading the above thread, OFF means the opposite, does it not? Ie. it means stop the app running in background.
