Slow laptop boot up

If I may ask, how did you narrow down this issue to AVG TuneUp?
Do you see any error message on the blue screen? Do you remember any specific changes that you made in AVG TuneUp which you think might have caused this?

Correction to my earlier post. The problem occurred restarting after doing the Tuneup routine. It happens averytime I start the laptop. I think I may have cleaned up somthing I need to start quickly?
I'm thinking of doing a System Restore to a point before I installed Tuneup and trying again being more careful what I clean up?

Since installing AGV Tuneup when I start laptop After the welcome screen I get a blue screen for several minutes before I get to the logon screen. From then on everything is ok.

Thank you for clarifying, Geoff. It isn't recommended to perform a system restore as a basic troubleshooting. Reason being, the applications will be removed & you may need to reinstall or reactivate. 
AVG TuneUp allows us to revert the changes made by it via Rescue center.
Let us initially try to restore the changes. To do so:
Open AVG TuneUp - Rescue center (refresh icon in right pane) - Click on undo beside recent changes & restart your computer once to check if it helps.
Note : To identify the cause, you can undo one category at a time & restart.

Since you have mentioned that it happened the 1st time when you restarted after activation.
Let us know if you are facing this issue every time you restart.
