You can try disabling Spotify to run on windows startup and delete all the folders related to "Spotify" available in C:\Program Files path.
It is also necessary to check whether Spotify is listed in "uninstall program" of control panel.
If you see it in uninstall program list, do proceed with the uninstallation and check the status.

Spotify Installer - I clicked on abort as I don't want this anymore - but the program keeps running and wont stop
