Starting my PC, the VPN is OFF

From your description, it seems that the required settings are not configured to launch Secure VPN at startup. To check this, follow the steps in this article & configure accordingly. 
Regarding the website access issue, please try connecting to different servers (locations) in AVG Secure VPN to check if it helps.
If issue persists, let us know the type of websites, with which you're experiencing the issue (such as streaming, banking, online shopping, etc.)

Whenever I turn on my PC and I check the VPN it is off.  It appears in the Task Manager.
It works properly on my Android devices.

Secondly, I cannot not get to a handful of web sites when the VPN is ON.  Again, this is not a problem with my Android devices.

AVG VPN appears in my task list when I use the Task Manager.  I previously verified that I had the "start up" enabled in the VPN setting.  I have "Start up…" enabled in the "General" page and I have "Automatically when connected …" on the "Network Security" page.  They have been set that way since I installed the VPN many months ago (years?).

I have similar issues with DNS using Los Angeles, Las Vegas, and Seattle.  Seattle is a llittle different because I cannot get to Home Depot even though I can get to Home Depot when using Los Angeles or Las Vegas servers.  I have to disable the VPN when I use Legacy.com and Credit Karma.  I tried some other servers that also had the problem with Legacy.com but I didn't write down their locations.
