I ran the repair, but it appears that the Start Up utility has been removed.
I have: Show Background and Startup Programs and Optimize System Startup and Shutdown but neither of these give me the full list of programs that I can choose to disable for loading at startup…

Please be informed that start up utility function has been integrated with the Show Background and startup program's. In the new feature only the program's that affect the performance of your PC during the startup and on the background will be displayed. What has happened with the startup programs utility with AVG PC Tuneup? I can't find the option to enable/disable programs at startup.
