I am using Thunderbird email app to access my google email. I can't save a draft or template without turning off "scan secure connections" under email shield. I tried creating an exception for imap.googlemail.com, but that did not fix the problem. What can I do to fix this issue?

Please let us know whether you receive any error message while receiving emails. If so, share us the screenshot (https://support.avg.com/SupportArticleView?l=en&urlname=AVG-Create-screenshot) of it for better clarity.
Also, clarify whether you experience issue while receiving emails in Thunderbird alone or even when using the web mail.
Meanwhile, please repair AVG program (https://support.avg.com/SupportArticleView?l=en&urlName=Repair-AVG-Antivirus&q=repair+avg&supportType=home) once, as this isn't the usual behavior.

Thank you (and all the others who responded) for your efforts. I uninstalled AVG and installed Avast and I still have the problem. I now believe it is a problem with Thunderbird rather than the anti-virus program, so I am going to Mozilla for help.
