hello. I subscribe to avg tuneup and had a problem on my PC and reset windows. Now I cant load tuneup "cant get icarus files"

I am trying to install the AVG Tune Up app (21.8.3960.0) and when I unpack the installation file, it crashes with the message "can't get icarus files" and points me to a log file at a location that doesn't exist on my computer c:\programdata\avg\icarus\icarus.log

any thoughts?

error code 44002.
getting internal errorcode 28 when downloading LZMA file according to the icarus log.
