Yes, you can terminate the disk scan process and  you won't get any issues by terminating it.
Please be informed that support for "TuneUp Utilities" product is no longer available.
However, you can follow the steps as mentioned (here) to abort disk scan process.
The steps mentioned in the article is for AVG PC TuneUp disk scan which should work for TuneUp Utilities too.

i recently turned on an older laptop running WIN7 and Tuneup Utilities 2013. It started checking and found errors. I started to click on the error listings and it started cleaning and fixing the errors, i didnt have an option to review first. One of the errors was disk defragmentation, which is has now been running for 52 hours. It is a 200gb HD with a 70% used space. . The process bar is at the last segment, where its been for the past two days. Disk IO at present is at 20,236,894 425,960 bytes, and this number grows every second as it reads and moves more data. QUESTION  can i terminate the process or will i lose information and/or damage the drive
