UI won't load, says there is another anti virus installed

Got a notification saying my protection is shut off and that AVG is in passive mode. I look it up, everyone is having this issue, there are plenty of responses from staff with suggestions on how to fix it. So I run the cleaner/remover app and it says it can't uninstall the 2016 version of AVG. I have no idea what to do next.

We are sorry to hear that you are unable to uninstall AVG from your computer. Please click on this link http://download.avg.com/filedir/util/AVG_Remover.exe to download and run the AVG remover tool, this will remove the 2016 version of AVG from your computer.

Note: Once the removal of AVG is complete, go to C Drive and delete the AVG remover folder. After which you can install AVG.
