Unable to install or un-install

Since my desktop was upgraded earlier this year to windows 10, I have only noticed that I am unable to install or un-install programs.

Strangely, I am unable to re-install all my AVG products.

No, I have not installed any apps.
Early this year I sent my PC to have the Windows 7 upgraded to Windows 10.
Thereafter, I did not install or uninstall any apps, until I needed to update my Easyfile Tax app.
This is when I was unable to do so, and the pc gave me the message attached.
I tried to un-install the app in order for me to download it from the website, but it would not un-install.screenshot
