Windows Defender is disabled. I´m actually using AVG Antivirus. This doesn't seem to be a firewall problem.
Windows doesn't trust this program for some reason.

Bernardo, please disable AVG temporarily on your computer and check if that fix the issue.
To disable AVG temporarily, please right click on the AVG icon present at the bottom right corner of your desktop(System Tray) and you can see a scroll bar to "Disable Protection". Please click on the same to disable AVG Protection and check if you are able to access this application.

Thank you for providing screenshot. It seems the AVG Performance exe file is getting blocked by Windows defender or any third party security program. I request you to check if you have installed any third party security program on your computer (control panel > program and features). If yes, then please disable the protection and try to install AVG Trial TuneUp program. If not then you can disable Windows Defender to install AVG PC TuneUp.
