Unable to submit "false alarm on a file" request

I tried Safari and Chrome on Mac and also Opera on PC (all up to date).

I'm trying to submit a "false alarm on a file" request using this form: http://www.avg.com/submit-sample.
Every time I press "Submit Query" button I receive the message "Some internal error occured and your file wasn't send. Please try it again." under the field for file attaching.

The file is 8.9 MB where requirements state that files up to 20 MB are OK.

I also tried to archive the file but it doesn't help either.

Can anyone help me with the issue?
