I have 'Start Secure VPN when my computer starts' set to 'on' and my Startup App for VPN set to start when I login on my Laptop but I always have to turn the Secure VPN on manually.

Please check if the option to turn on automatically when connected to internet' is enabled in 'Network security' settings of AVG Secure VPN.
