I had this happen to me and we figured out a fix under Windows 10. In Windows Settings > Privacy > Microphone Privacy it was set NOT to allow apps to access the microphone. By enabling the microphone it fixed the video problem on Chrome. Dumb but totally worked!
Thank you for sharing us the screenshot, Stuart. It seems that Hangout Meet website is not allowed to access your mic & camera. You might find this link as helpful to check/change that setting.

Please let us know if you're receiving this error message only while accessing Google Hangouts in Secure browser or with other websites as well.
Also, share us the screenshot of the error message that you receive for better clarity.
Meanwhile, you can check if Webcam guard status in Secure browser. To do so, go to Security & Privacy center (AVG icon at top right corner).
Webcam Guard gives you more control over which websites can access your webcam. Each time a website you visit tries to access your webcam, a notification appears asking you to Allow or Keep blocking the website.
Nope that does not help at all. I have a working solution: It works just fine in Chrome.
Only the AVG Browser. The web cam privacy is turned off, however, this morning it was turned on again. I turned off again and still the camera failed. The microphone fails as well but if I select a different microphone than the default it will work. I did see the blocking notification and chose to "unblock". This is the first "camera failed" message. I get another when I try to enable the camera after I join the meeting.
