Why is Windows Defender not usable?

If you have installed the third party Antivirus program then the Windows Defender will get disabled.
It will get activated only when there is no antivirus program installed on your computer.

Geoffrey, Also additional info… Windows Defender is a software product that attempts to detect and remove malware. It was first released as a free antispyware program download for Windows XP, shipped with Windows Vista and Windows 7 and made into a full antivirus program replacing Microsoft Security Essentials as part of Windows 8 and later versions.

Geoffrey, If you are using Windows OS Win 8 or later Windows Defender is re-classified as an Anti-Virus prog which can conflict with AVG so it's disabled with the install of AVG.
