AVG VPN will not initialize. receive message saying that I am not connected to the internet, which I clearly am as I write this. thoughts?

Let us reinstall AVG Secure VPN and check it.
Please open control Panel and uninstall AVG Secure VPN. Restart the PC.
Then, install AVG Secure VPN (http://https://support.avg.com/SupportArticleView?urlname=Install-AVG-Secure-VPN) and activate it using your activation code or MyAccount. (https://support.avg.com/SupportArticleView?urlname=Activate-AVG-Secure-VPN)

This isn't the usual behavior of AVG Secure VPN, Jeremy. Hence, we'd suggest you to reinstall AVG Secure VPN. Before proceeding to reinstall, please clarify whether you're based in Canada currently.
