Window cannot find... error message post AVG Tuner update

I solved it another way. All programs in sleep mode are affected. No way of repairing or reinstalling any of these softwares as problem persists. Deinstallation  of  TuneUp Version 20.1.1889.134. As I still had the old installer I installed Version 19.1.1209.0 and skipped the first scan. I left AVG TuneUp unconfigured. With the old Version 19.1.1209.0 all Programms worked and started again. 

As AVG Tuneup has automatic Update to the newest Version I deinstalled Version 19.1.1209.0 right after installing again. All Programms are working on all Computers. AVG TuneUp stays off until fix is found. 

Took me all morning to find a fix. It is to say that it is long time ago that a program broke all Software.
Did they ever tested this Version. And the auto-updates is spreading the bug like wildfire.

Following AVG TunerUp v20.1 (build 1889) automatic updated on my Windows 10 computer, I experienced the "Windows cannot find ... Make sure you typed the name correctly, and then try again." error message.

I cannot launch applications (ie, Office, Adobe, etc) and cannot open Excel\Word\PDF\other files on all drives. The same error message is displayed whenever I attempt to launch an application or open a file.

I have set office and adobe to wake, and tried to reinstall the effected programs. I have also undone all changes in the rescue center; however, the problem persists. Please assist.

This bug is more like some sort of Ransomware…!

Thanks @Markus Schmitt i was able to resolve the "Windows cannot find" issue after editing the registry as you instructed.

this has been my work around

In the registry debug flag you will find this entry
"C:\Program Files (x86)\AVG\AVG TuneUp\autoreactivator.exe"
This is the cause of the programs/files not opening.
In the registry editor elevated privilege search for and remove all of these entries from the debug flag.

"C:\Program Files (x86)\AVG\AVG TuneUp\autoreactivator.exe"
Do not remove the flag itself.

for a quick fix of your problems you can disable the Tune Up Sleep Filter by setting the "UseFilter" DWORD from 1 to 0 in your registry in 

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options\<name of your blocked .exe file>
