AVG TuneUp & AVG Secure VPN doesn't interfere with the windows update.
However, there is a possibility for the network interruptions if you're connected to internet through AVG Secure VPN.
Sometimes, the server (location) to which you're connected might be under maintenance or unavailable or far from your geolocation which causes delay or interruption.
In this regard, we'd suggest you to disconnect AVG Secure VPN (if connected) & then attempt to update windows.
If you still suspect AVG is causing the issue, you can proceed to uninstall the AVG programs temporarily to check.

repeated failure to update Windows 10  - version 1809 to 1909.
Could AVG Tuneup  and/or AVG VPN be causing the problem with this update?
Can I temporarily unstall these programs ,then reinstall after hopefully updating Windows 10?
