Refer the below steps to restart the device in safe mode :
- Force restart/shutdown the system two times in a row.
- Diagnose of the operating system will start.
- On the Automatic repair window select Advanced options.
- On the next window select Troubleshoot.
- On the Troubleshoot window select Advanced options.
- On the Advanced options select Startup Settings.
- On the Startup Settings window press Restart button.
- The computer will restart to Startup Settings, press F5 button to start Safe Mode with Networking.
- Operating system will be now started in Safe Mode with Networking.

I got an email asking me to send a debug log which I did twice; however, as Internet Security wasn't opened I'm not sure this helped. I reinstalled Internet Security and rebooted my computer. The computer wouldn't reboot. I went through the three hard reboots and Windows went to it's diagnosis. I went to safe mode and uninstalled Internet Security. Rebooted but had to go through the same hard reboots. Went to advanced and fix the boot process and it rebooted. I then had to uninstall Internet Security in normal mode and it rebooted. As this point Internet Security remains uninstalled… One assumes that the problem is either in the registry or more likely in the boot manager.
Today my internet security told me to reboot, not sure why as none of my other computers needed to reboot. This was not subsequent to an update. On rebooting the computer wouldn't start. After three tries the Microsoft analysis software came up. I went to the test of my hard disk, an hour or two later the machine rebooted. Still will not reboot at all.
I did as you requested. The computer opens in safe mode; however, it still won't boot. I have to do what you suggested except I select startup repair to get it to reboot. Usually takes over an hour but last time it went faster, say 15 minutes.
I reinstalled Internet Security. Two days later Internet Security told me I have to restart my computer. Upon restarting my computer the same thing happened. On rebooting the machine was stuck. I went through the Windows fixing and went to Safe mode where I deleted Internet Security again. It still wouldn't boot so I selected fix the reboot. It then rebooted and I uninstalled Internet Security from the regular window. It rebooted correctly. I am now without Internet Security again. It seems like this odd request to reboot leaves some specious code in the boot manager or the registry which prevents my computer from rebooting. What can I do now to get Internet Security to work.

I removed Internet Security in safe mode but when I was able to get back into regular mode it was still there. I removed it in regular mode and that actually worked. It killed Google Chrome and the AVG browser. I reinstalled Chrome and it now works. Without Internet Security Windows now reboots. What do I do about internet security and antivirus now?
