So the reason I am making this post is I found an old post that questioned why AVG Business Edition 2013 or regular 2013 would cause an error after Sysprep. The original post I am refering to is this:

The problem is AVG Self-Protection. During sysprep you are changing lots of registry values and AVG has some in this list. Thus it locks down and never comes back up. This post:
"Self Protection will block any attempted changes to AVG registry keys and important AVG files so it does sound like this may be the cause of the issue.
If the machines are connecting to an Admin Console, you can prep the machine with this feature disabled. When the machine connects to the Admin Console for the first time it can pick up the enable setting for Self Protection from there.
Our developers have been made aware of the issue as well.

Describes the answer and this is exactly what you need to do. Hopefully someone find this answer and this is able to help them if they every run into this issue again. This particular issue pertains to:
Windows Embedded Standard 7 and AVG Business Edition 2013, however any version of Windows that has any version of AVG with self-protection enabled that gets sysprep'd will face this issue and self-protection will need to be disabled to contiune with the process. Howver if you sysprep without disabling the self-protection then you're done. You will need to completely reimage and if you don't have Step Images to go back to then you will need to start all over again.
