Open AVG Internet Security -> Menu at the top right -> Settings -> Components -> firewall -> customize -> system rules -> make sure all the task has been enabled.
Again, Firewall -> Customize -> Network Profiles -> change all the profiles from public to Private.

Yes, the basic version of AVG does not include Firewall feature.
Follow the below steps to disable AVG temporarily on your computer and check if you are able to print.
To disable AVG temporarily, please right click on the AVG icon present at the bottom right corner of your desktop(System Tray) and you can see a scroll bar to "Disable Protection".

It seems AVG Antivirus Free is not blocking your Printer, since it's not working when AVG Antivirus Free is disabled. If you still think that the problem is AVG Antivirus Free, then please uninstall AVG Antivirus Free from control panel > program and features and check the status.

Any other ideas because the driver software has been downloaded and according to Canon tech everything checks out, it should work. I printed from Mopria from mobile phone, and the printer recognizes the lap top computer.
What about exceptions, don't know how to use it, but saw it in settings?
